The statistical measurement seems skewed if the list is so heavily weighted toward players in recent seasons.
I read the article, and I see that the authors tried to balance the rule changes (all of which help the passing game) and the added games, but the results fail my "back of the envelope" test.
The article also slips when it starts its comparison only after the merger between the All-America Football Conference (aka, the Paul Brown league) and the NFL. For one, thing, there is Sammy Baugh's 1945 season:

QB "rating"
109.9
Baugh also intercept 4 passes that year.
Or take 1943, when Baugh intercepted 11 passes.
