Silver says that the rankings are based upon how a fan would feel about their owner. Then he refers multiple times to how much money the owner is making or bringing in for the league. In the intro he talks about Kraft and how much revenue he brings in for the league. These rankings are about revenue generation, not winning....I couldn't care less if the team lost money every season, winning is how they should be judged. As for where I would rank Snyder, that's pretty obvious. Silver has Snyder ranked above owners that have been to or won super bowls recently...

And I'm saying he's using the wrong criteria. Sports teams aren't judged on financial performance, they are judged on winning. Some owners, like Kroenke in Denver with the Nuggets, routinely lose money on their teams and support them with money from their other business ventures. To the extent that earning lots of money allows an owner to spend money on the team, then that is part of being a good owner, but Silver seems to have made it a primary criteria. I don't mind the occasional $8 hot dog if it contributes to a winning team, but paying $8 and getting back a mediocre team and a $1.00 hot dog just feels like getting screwed.
