Parking lot incident/question

I'm posting a question for a friend whose mini-van was damaged a bit while in a parking lot. A note was left, first name only and a cell #. For whatever reason, they waited a couple days before calling and its now been two weeks without a reply. The insurance company instructed them to call the police, I'm assuming just to file a report for the claim <-- assumption on my end. Maybe the number is fake, maybe they lost their cell, who knows. What can the police really do in this situation?

Just my amateur's guess, but I doubt the police will do more than write down the report.

It would have to be a very under-worked police department to assign someone to track down a driver who fled the scene of a fender-bender.

Much like CLL's friend's experience, theSippy Cup occasionally races through the THN parking lot, wipes out the massive tail gate party next to the biggest diesel pusher in the state, and takes out a car door or two, causes some clown with a cheese head hat to dive between a t-shirt vendor's layout and the row of portapotties, and then disappears... again...
