The Skins need to build the team up to the point where a young QB could actually succeed. First they need to rebuild the line and replace Portis. They need to make sure the defense stays strong and add weapons on offense.
Then, and only then should be try to find our QB of the future.
In the mean time, the Redskins should get a veteran QB who can learn a system and who could impart that knowledge to a younger player.
