QB question concerning Vick and the Eagles.

I thought there was a rule that if you put in your 3rd QB, you cannot put your 1st and 2nd back in barring injury.

Scenario:
McNabb is slated to possibly be out week 3. Kolb is supposed to start. Backup hasn't bene named yet (Vick or Garcia). If Garcia is named backup and Vick comes in for WildCat/Vick specific plays, does this rule apply? If he's technically the #3 QB and he's the only QB on the field, how does this work? I realize it wouldn't apply if there were 2 QBs.

Yes, I realize that this whole scenario can be avoided if Vick is #2.

I think it has something to do with being activated. Meaning, typically the 3rd string guy is not active unless there is an injury which is why he can't come in and out of the game. But, in the Eagle's case they are going to activate all of them - Vick, Kolb and McNabb (Garcia is out after this week). That means there will be one less active position player but they will be able to run Vick in and out as the thrid string QB. I think that is the reason.
