I'm fairly sure that Gibbs will make the call - I think that there is a bunch of input but I'm fairly sure that Gibbs is running this football team.
I actually think that Snyder has left the player decisions up to Gibbs with of course a lot of input from the other coaches and scouts (and Snyder and Cerrato) BUT the final call is Gibbs.
That is why so many of us would like to see a GM

Until recently, Snyder & Allen have made a lot of really bad decisions - nobody with any sense believes this franchise will get better under their guidance
