I watch US cop shows and lawyer shows but there is something I don't understand? What do the investigators that work for the District Attorney do? Surely the crime has been investigated by the police? what are these investigators tasked in doing? Also what sort of people are they? ex cops? ex private investigators?
If you can answer any of this you will solve a long running family quarrel

When I worked for the Dept. of Justice, the investigators (mostly ex-cops) handled extradition for defendants found out-of-state. They also might help finding witnesses that somehow got lost in the process.
