The reason why they haven't signed yet is because they got to Redskins Park at 6:30. Here's the link to the article (no it's not just another article about Lloyd).

Just finished watching the wiz destroy the Pistons, towards the end Cerrato was clearly visible in his redskins red right next to the pistons bench, with a guy who I'm guessing was Andre Carter. Cerrato is working those old 49er connections hard this off season.

The Red Sox GM, Theo Epstein took closer Keith Foulke out to a Bruins game during free agency a couple years ago...

If a guy goes to a social even with some of your people for the purposes of just hanging out, you're usually in. This is good news.

I still wish I knew what position Carter would play!

If you read the notes at the bottom of the article it says that Dan snyder paid 10,000 for those seats, and that there were several free agents attending the game, not just Andre Carter.

Take a nice long look at the 3rd guy from the left, Yes! Thats the Redskins future right there, baby! In the picture Cambell is not holding a basketball program, it's next season's playbook with a few plays to El. Btw, many people were wondering who our 3rd string QB is going to be, 4th from the left.

I always had the feeling they were gonna sign EL and after this picture was released it was a clear tell sign. Cambell will have some serious targets to throw to next season Moss, EL, Loyd, Portis, Cooley.
