He is but I wouldn't take him #1...

The NFL is about QBs, OL, & Defenses (in no particular order)

You can get good RBs later in the draft...

Im not sold on this kid either. The contrast of athletic ability is so diverse in college that its almost impossible to tell if he can run like that in the NFL.

If he goes to the Texans he'll be considered a bust. They can't block with building blocks down there.
If he went to Denver he'd excel but would he just be labeled as another system back?
If he went to a decent running team I think he'd be a decent back.
The road to the number 1 pick gaining speed!

Yes, Alex Smith was his QB in highschool.

As to Reggie Bush, not being sold on him means you have no eye for talent. The talent difference between college in the NFL is large, but not nearly as large as you seem to think. Quite a lot of players in college start immediately upon entering the NFL, especially on OL, Dline, LB, & RB. There have been busts at RB of course, but most "busts" at RB aren't really busts, since they are busts due mostly to injury, which you can't really predict, and the handful of others had clear problems in college that were simply ignored -Bush doesn't have any of those problems. Bush is plenty large at RB (as large as Portis was), very fast, strong for his size, not prone to injury, extremely agile, and highly productive, with nearly nine yards per carry this year for over 1600 yards rushing alone (so his average per rush is clearly not a fluke), and with little wear on his frame. He shows excellent vision and makes his line look a lot better than they are -Lendale White, a top RB prospect this year as well, is bad enough compared to Bush that it makes Lendale look talentless.

As to bad tackling in the video, how do you know it wasn't that Bush was exceptionally hard to tackle and that the tackling was actually fine. Plus, tackling in highschool footage always reeks.

As to getting RBs later in the draft, sure, you can, but the only teams that do it effectively on a consistent basis in the NFL are already set at RB (Denver, and to a lesser extent San Diego). You have to rely on either luck or good scouting to get a late round gem. Luck is extremely unreliable, and scouting requires the best scouts -which rules most of the NFL out.
