He is pointing the field at the Dallas players, then puts his fingers in an L, then holds up two fingers, then makes a slash across his throat over and over.

It was definitely 2 Legit 2 Quit. The Falcons used to do it all the time back when Jerry Glanville was the coach. Who knew it was back in style after about a 12 year hiatus?
