This forum is fine for the topic that you've brought up. . .a number of our members are into fantasy football so with any luck this will stir up some discussion.
Unfortunately for the Skins (when it comes to fantasy football), our D is what dominates, not our offense. And, while we keep other people from scoring on us, there are more "exciting" teams out there that tend to get more INTs, fumble recoveries, blocked kicks, and score points with their defense. I've been frustrated in the past with having a good Skins D as my fantasy starter but not seeing them produce a lot of points. (This is all assuming that the fantasy league that you get into doesn't do individual players on defense, which I think is the most common).
As for sleepers on offense. . .this one is going to be hard to tell. Portis should be in for a better year than he had last year (even though his yardage was good he had so few touchdowns that his fantasy stock has declined). . .you can probably pick him up later than you might think, and he could be a solid #2 back on your team.
No one is expecting Ramsey to do well--this could be his year. A gamble, but I'd take him as my backup QB as long as I had a reliable guy in front of him.
Simply put, I don't expect any of our receivers to put up great numbers, and don't think that you can expect that this year. Right now I'm thinking that Patten is the only player that will give you consistent numbers each week. He seems to me like he might become a good threat in the red zone, so he'd be a great #3 receiver on your team.

ey and keeping him as a TE is a great idea if you can't get one of the big name TE's in your draft. Even with all the hype that Skins fans give him, he's not a 'household' name throughout the league.
You mentioned Royal. I'm not sure that I'd trust him, he's had an on and off past. While I'd like to see him do well with the Skins (and think that he has the potential to do so), I would hesitate before going after him. Even if you decide to go after Royal, chances are that he'll be sitting on the waiver wire, so he'll be yours for the taking.
I'm not sure how many, if any, Skins will be on my team this year. The buddies that I go in with every year are almost all Skins fans, so people tend to use Burgundy and Gold lenses when drafting, even when they're trying not to.
