WASHINGTON -- Baseball fans in the nation's capital might not have long to cheer their new team.

The District of Columbia Council voted 7-6 Tuesday night to approve legislation that would finance construction of a ballpark. But it contained a provision that could cause the baseball commissioner's office to reopen the search for a long-term home for the franchise.

The legislation was amended to require private financing for at least half the stadium construction costs, a provision not contained in the September agreement between baseball and Washington Mayor Anthony A. Williams.

"We will review the amendments and the legislation as passed and have a response tomorrow," said Bob DuPuy, baseball's chief operating officer.

One response came almost immediately: The team postponed a news conference scheduled for Wednesday to unveil its new uniforms. No explanation was given.

"I am not trying to kill the deal," said council chair Linda W. Cropp, who introduced the private financing measure. "I'm putting some teeth in it because I'm really disappointed with what I got from Major League Baseball."

The amendment passed on a 10-3 vote after Cropp threatened to withhold support from the overall package if the provision wasn't approved. Cropp said she didn't think the change violated the city's agreement with baseball, but would pressure Williams to find a private financier.

Williams refused to answer questions after the vote.

"We'll have to see how baseball reacts," said Councilman Jack Evans, a baseball proponent. But he said he expects the council will have to change the legislation to keep the deal alive.

"We'll have until the end of the year to change this," Evans said.

City Administrator Robert Bobb said city negotiators were talking with baseball officials, but he didn't expect the owners to accept the change.

If the law stands, baseball's likely response would be to have the team play the 2005 season at Washington's RFK Stadium, where it would be known as the Nationals, while baseball's search committee resumes negotiations with cities that desire the team.

One option could be Las Vegas, which was among the cities competing for the Expos and is still lobbying for a team. Las Vegas Mayor Oscar Goodman campaigned at last week's winter meetings, arriving accompanied by showgirls wearing feathered headdresses.

Baseball opponents in Washington said the change makes the deal more equitable.

"All we're asking for is private financing for half the stadium," said Councilman Adrian Fenty, who voted against the final legislation. "That shouldn't be a problem."

The Montreal Expos became the first major league team outside the United States when they started play in 1969, but attendance at Olympic Stadium slumped over the past decade and the franchise was bought by the other 29 teams before the 2002 season. In 2003 and 2004, some of the team's home games were moved to Puerto Rico to raise revenue.

From the start, baseball owners insisted a publicly financed stadium for the team be a component of any move.

When the council gave its initial approval to the law on Nov. 30, it called for the city to issue $531 million in bonds to finance the plan. Baseball owners approved the Expos' move Dec. 2. on the condition that financing be put in place consistent with the deal, and that arrangements to prepare RFK Stadium for use in 2005 satisfied baseball commissioner Bud Selig.

Washington's new team would start play April 4 at Philadelphia and play its home opener April 14 against Arizona at RFK Stadium.

Monterrey, Mexico; Norfolk, Va.; Northern Virginia; Portland, Ore.; and San Juan, Puerto Rico, also tried to land the Expos.

This really sucks. Why do the Nationals need to make a $600 million stadium anyways? I wish the D.C. Council can come up with something soon so that we get a team that we can KEEP! :evil:

If this doesn't go through, it will never go through. This is the one and only chance. MLB will never come here after a deal is reached and then reniged upon.

Jack Evans said he thinks this is just a statement by Kropp, and that next Tuesday she will remove the provision. I hope he's right, for her sake and ours. If not, she will forever be remembered for killing Washington's chance at a team.

I can't tell you how upset I am. Cropp has essentially killed baseball in D.C. forever. You think baseball is going to give Washington another chance after this fiasco? I wouldn't.

I have never been so grateful that D.C. doesn't get senators, because if they were anywhere as clueless as their mayor and councilwomen, this country would be in a world of hurt.

I am so pissed off about this bs. I hope things change this upcoming Tuesday. I don't have words right now to describe how much I've grown to hate Linda Cropp.

I had a doctor named Dr. Kropp who was one of the worst doctors I have ever encountered. I began calling her Dr. Krapp. I think henceforth I shall dub the killer of DC baseball Linda Krapp.

I can't begin to believe it.

The ghosts of Clark Griffith and Walter Johnson are stirring. Beware.

Yes, RFK is just fine as a baseball stadium. Yes, there is much to be said ("theft of public money!!!") about profit-making entities that make cities/counties/states pay for new stadiums. I won't say it here, because a deal is a deal, even if it's a bad one.

And there won't ever be the National Pastime in the Nation's Capital if this deal is not honored.

Major League Baseball President and Chief Operating Office Bob DuPuy issued the following statement today regarding the legislation passed by the D.C. Council last night: "The legislation approved by the District of Columbia City Council last night does not reflect the agreement we signed and relied upon after being invited by District leaders to consider Washington as a home for Major League Baseball. The legislation is inconsistent with our carefully negotiated agreement and is wholly unacceptable to Major League Baseball.

"Because our stadium agreement provides for a December 31, 2004 deadline, we will not entertain offers for permanent relocation of the club until that deadline passes. In the meantime, the club's baseball operations will proceed, but its business and promotional activities will cease until further notice. We thank the fans of Washington, D.C. for their support and enthusiasm, but given the present uncertainty, any ticket purchaser who entrusted us with a deposit may request a refund through the club's ticket office."

I've heard that MLB is beyond PO'd. Looking at ways of not even fielding a team in DC in 2005. AAA sites are being explored for the season (Louisville???) while searching for a permanent home. (Charlotte??)

If they could only get around the gambling issues, Las Vegas seems to be the best long term fit.

i am dumbfounded that with all the money that major league baseball makes, they have to ask people who make $20k a year to fork up cash for a ballpark. it's disgusting.

While I agree that the teams should own their own stadium ala the wizards, you can't negotiate a deal and then make major changes to it afterwards.

This is just a huge cluster *beep* and I hope it gets worked out next tuesday.

Exactly. The more I think about it, this is Mayor Williams fault. How can you negotiate an entire deal with baseball if you know there's a chance your council won't pass it? You have to gain support first, then negotiate the deal, not the other way around...

I take it back. This is clearly Linda Cropp's fault. The more I read about this witch, the more I understand that she told Williams he had her support, and the pulled the rug out from under him. Unbelievable...
