If you check your profile, I think you can adjust your timezone settings.

Well, even though I am 100% my time zone setting is correct...I note that I am sending this at 9:36 p.m. E.D.T. but, alas, the time is wrong on this post...so I feel your pain. Not sure what the problem is. Perhaps Bossman knows.

Well even if the time zone setting isn't correct the minutes should still be the same..that's why i'm confused

Don't know why the minutes are wrong.
The hour might come from the fact that you set your time before the clocks changed, and since Greenwich time (which the times are based on)... do not obseve a clock change... the time difference right now is 5 hours and not 4.
As for the minutes... it's ALWAYS been off by the same amount, and I don't know why. not really sure why it's so important all of a sudden either, like i said... it's ALWAYS been that way since we started the board.
Sorry, there's not much I can do... it seems to be an internal problem with the board.

I'm not sure, but i think i fixed the time issue... at least it's finally right for me.
And it was never exactly right before.
As I said, unfortunately there is no patch for daylight vs savings time on phpbb so if you find the clock is an hour behind, that's probably why. Just click on your profile and change the time zone to one less what you had it on
I'm typing this message about 4:46p ET, so we'll see what it time stamps it as too.

So that worked too... hopefully the mysterious time issue has gone away.
