Rebuilding year, yet again?

Just saw the USA Today latest power rankings
http://www.usatoday.com/sports/nfl/rankings/ yes is the middle of may, but the Skins ranked #30... Main issue Gruden/RG3 relationship!!!
We are about to embark in the 23rd year of the never ending Dan Snyder rebuilding strategy (yeah right, he bought the team in '99, but what the heck, someone has to take the blame).

The easiest way to tell that this poll sucks is that hey have the Smeagols at #8.

So when you say "rebuild" you really just mean "not very good," right?
