Interesting to compare these hits. First one drew a crucial flag and a 15 K fine. The second went unpenalized.

"QB hits" is an understatement. Both would be illegal in professional boxing...maybe pro "wrestling", but there it's choreographed. Ugly stuff.
Maybe it's time to make the "crack-back" block legal again. A Charley Taylor specialty: if some player "took liberties" with Sonny Jurgensen, then the Skins would run a play in which Taylor would take one step downfield, turn, and drives his shoulder-pads through the side of the defender's knee.
And...this story from the leather-helmet days. Some guy from the Bears had punched Sammy Baugh every time Sammy passed. The OL was furious, but Slingin' Sam said, "Don;t bloack that guy. Just let him through"
Next play, the Chicago player ran full speed at Baugh, who rifled a pass square into the guy's face. There are various legends about the result. Most say that the Bear was knocked unconcious. One variation says you could see the criss-cross mark of the a football end carved into the Bear's forehead. Another variation says that the football broke his nose and smashed most of his teeth. Either way...
