Republican Congressional program blows 176 million per year

"Students who participated in sexual abstinence programs were just as likely to have sex a few years later as those who did not, according to a long-awaited study mandated by Congress (since 1996).....The federal government now spends about $176 million annually on abstinence-until-marriage education."
Great. So the American people really needed these studies to show that (gasp) teenagers have biological urges too? You know, this country creates more than its share of pollution - Maybe we should have a ten-year billion-dollar program with studies to see if it's possible to get teenagers to take less dumps per week. We could kill two birds with one stone if we could just get them to stop eating somehow.
