"San Diego general manager A.J. Smith remains interested in talking to Jaguars quarterback Mark Brunell, but is not currently pushing to do so because of Jacksonville's demand that trade offers be submitted before he would have an opportunity to talk face-to-face with Brunell. Smith would prefer to discuss the situation with the veteran first to determine whether the two sides are a good fit."
I don't remember any reports saying the Skins had placed a firm offer on the table before the Coach met with Brunell. It seemed like it (e.g., 2nd round pick) was just media speculation and hearsay.
So why would JAX change the ante?
