They are very similar in nature. A blog is basically an article written as an opinion. Otherwise known as a long post.

As far as this site goes,
blogs are published on the main page (as a kind of casual, mini-article), and the forum exists so that people can comment on them as if they were regular threads on the board.
Outside of this board, tons of blogs exist for all different kinds of purposes. (Political, personal, for photos, interesting or specialized news, etc.)

The best way to ttell the difference is to look at each meaning as it pretains to the internet.
A thread is a string of messages posted to a forum and should follow the same topic and are normally reviewed by Moderators and the like.
A blog is a weblog, most are set up like diaries or journals, to provide commentary or news on a particular subject
Most threads show the first post and each entry as its posted, Blogs are normally just the opposite and displays the most recent entry first.
More and more blogs are limited to entries by the blogger only, anyone can post in most threads unless it's been locked or "protected"
