I predict Cousins loses his cool and the game after pushing a volunteer ref at the end of a charity event game.

Though not definitive I saw this in the Washington Post today:
The Niners have the second overall selection in the NFL draft and they could use it on a passer. The group of draft-eligible quarterbacks includes Clemson’s Deshaun Watson, North Carolina’s Mitch Trubisky and Notre Dame’s DeShone Kizer.

If Shanahan and Lynch are not impressed with that group or don’t want to wait for a young quarterback to develop, they could attempt to trade for Patriots backup Jimmy Garoppolo. Or they perhaps could try to get Washington’s Kirk Cousins, who is eligible for free agency but could be franchise-tagged again by the Redskins. Perhaps the 49ers, it has been speculated, could use the No. 2 pick in a Cousins deal if he’s tagged by the Redskins, who would be entitled to two first-rounders for allowing Cousins to leave but would have the option of accepting different terms.

Yes the Niners could accept different term than the cap terms for Cousins....that how I read that.

Oh, not me.
... the Redskins, who would be entitled to two first-rounders for allowing Cousins to leave but would have the option of accepting different terms.
The antecedent of who is clearly the Redskins in both cases.

This clearly refers to the Redskins having the option of accepting different terms than two first-rounders. Whether it's correct or not is another story.

This is not saying the Niners could accept different terms.

Under the FT or would it become a sign and trade deal? I just don't understant the NFL setting the price at 2 first rounders if teams could offer other terms??

Why would a free agent negotiate a sign and trade deal? What incentive does the player have to help a team that doesn't want to pay him?

Not sure what it really means (if anything), but this picture was posted on instagram by the Redskins last night after the SB:

Free agent? If tagged he wouldn't be considered a free agent correct?

Not a fan of hearing or seeing that spectacle. Two fairly ironic things happened directly after his ref assault:
1. He threw an INT to end the game; and
2. A couple hours later, Cousins was a guest speaker at Woodlands Church to discuss his faith and relationship with God....

I have always been fans of players that are ultra-competitive in EVERY respect. Similarly to how Michael Jordan was caught cheating while play go-fish with his college roommate's grandmother. That type of characteristic can be VERY helpful in pro sports. HOWEVER, what I didn't like hearing is that Cousins didn't apologize to the ref afterwards. That is concerning.

You can't trade a tagged player.

If tagged with the non-exclusive tag he would be a restricted free agent. A non-exclusive franchise player may negotiate with other NFL teams, (whence he is a free agent) but if the player signs an offer sheet from another team, the original team has a right to match the terms of that offer (whence his free agency is restricted).

What a bizarre and out-of-character episode. I hope he makes good on this and gets in touch with the volunteer to apologize.

Then they get the two 1st round draft picks, and, no, they aren't going to take less than that. That discussion is a non-starter.

I think the question is...could they get more under the FT rules?

No. That compensation is part of the CBA.

That's the way I see it also. Cousins would have a powerful incentive to merely sign the tender and play for the Skins knowing the next FT is worth thirty five million. The Skins would be afraid to tag him for that much so he could walk and get all the value the acquiring is willing to give but not cost his new team any draft choices

Yes. Technically correct ... I think. Of course, being compensated with two picks for losing such a guy amounts to trading a player for picks even though it's not a "trade."

I think it is still open to question whether or not the compensation for a non-exclusive FT player is negotiable. Mark Maske seems to claim it is in the Post today.

I'd like to get something definitive on this.

The CBA is pretty damned definitive:
Nonexclusive Franchise Tender.
The Nonexclusive Franchise Tender
shall be a
one year NFL Player Contract for (A) the average
of the five largest Prior Year
Sala
ries for players at the position (within the categories set forth i
n Section 7(a) below)
at which the Franchise Player participated in the most plays during the prior League
Year
, which a
verage shall
be calculated by: (1) summing the amounts of the Franchise
Tags
for players at that position for
the
five preceding
League
Years; (2) dividing the
resulting amount by the sum of the Salary Caps for the five preceding
League Years
(using the ave
rage of the
amount
s of the 2009
and 2011 Salary Cap
s as the Salary Cap
amount
for the 2010 League Year); and (3) multiplying the result
ing percen
tage by the
Salary Cap
for the upcoming League Year
(e.g., when calculating the Tender for the 2012
League Year, dividing the aggregate sum of the
Franchise T
ags
for
players at that pos
i-
tion for the
2007
–2011
League Years by the aggr
egate sum
of
the Salary Caps for the
2007

League Years and multiplying the result by the amount of the Salary Cap for
the 2012 League Year)
(the “Cap Percentage Average”)
(See
Appendix E
for an illustr
a-
tive exa
mple)
; or (B) 12
0% of his Prior Year Salary, whichever
is greater; if the Club
extends the Tender
pursuant to this Subsection (a)(i), the player shall be permi
tted to
negotiate a Player Contract with any Club as if he were a player subject to Section 5
below, except that Draft Choice Compensation of two first
round draft selections shall
be made with r
espect to such player in the event he signs with the New Club
, and the
Signing Period for such player shall be determined under Section 14 below
. For purposes
of this Subsection, the “Franchise Tag” is the averag
e of the five
largest Prior Year Sal
a-
ries (e.
g., the Franchise Tag for the 2010 League Year equals the average of the five
largest Salaries for the 2009 League Year for players at that position)
