Yea I could see where it could be taken that way maybe that is why the Skins ultimately decided on the Exclusive Tag??
The way I understand it (poison pill) is if a team signs a player to an offer sheet and include a term that would make the entire amount of the contract fully guaranteed if the player is not the highest paid player at his position on the team…and as I said I believe it is not in the CBA anymore

Had the same question.
In addition to what you said above, Scot is on record saying Kirk is one of the best players on the team and a pro bowl top tier player.
Based on everything you read at least, it appears Danny boy is the one that doesn't want Cousins and Bruce is the one that low-balled Cousins last season.

Report: Skins, Cousins talked $20M/year deal
The Washington Post reports the Redskins and franchise player Kirk Cousins have discussed a deal that would pay Cousins $20 million per year.
The Post's Master Tesfatsion makes it clear the sides "aren't close" -- Cousins will certainly want more -- but it's a step in the right direction after Washington's max offer to Cousins was $16 million per year last offseason. Conceivably, the Redskins could continue to reduce GM Scot McCloughan's power, sign Cousins long term, then announce McCloughan's departure publicly while fingering him as the Fall Guy and reason Cousins wouldn't sign last year. Such an approach would make the current powers that be in D.C. look better, at least in the short term.

- This franchise tag holds only for 2017 / 8 season
- By tagging Cousins last season, the Redskins management gambled that
o Cousins would get hurt,
o or have a lousy season,
o or might be frightened enough of getting hurt that he would sign a low-ball deal
Cousins took the chance last year, and Maybe he will take the chance again. If he does, what power will Snyder/Allen have to make Cousins accept a deal?
This looks ugly.

I really don't see this franchise letting Cousins play and leave - not signing him to a long term deal last year was obviously a bad mistake but that was most likely because the idiot owner wouldn't let it happen - that is done, nothing fixes that - we have to hope that Scot gets back into the decision making/common sense role that we need here and we either make the best trade deal we can or we sign this kid to a long term deal that both placates the idiot owner and does not restrict us financially
this can all be managed properly but it obviously needs better management than what we will get without Scot's influence
I doubt that Cousins is playing here in 2018 if Scot is not here and Dan & Bruce are back in control = HUGE MISTAKE

Kirk's agent McCartney made said publicly that the Skins want Kirk and Kirk wants to stay in DC long term. McCartney than went on to say he is meeting with the Skin's cap guy who works for Allen to continue the discussions. I infer from this that the length, amount and guarantee have been agreed to with Allen and now they are going to work out the small stuff, the timing of the payments to keep it as team friendly as they can. I'm now optimistic a deal has been reached and is in the process of being finalized.

WSH, DAL, SF to discuss Cousins, Romo trade?
According to NFL Network's Ian Rapoport, the Redskins and 49ers may discuss with the Cowboys a three-team trade that would send Kirk Cousins to the 49ers, Tony Romo to the Redskins, and draft picks to Dallas.
Rarely in the NFL do we see player-for-player trades, let alone three-team deals this complex. But RapSheet's scenario makes sense, as Cousins has long been linked to the 49ers under Kyle Shanahan, and Romo was connected to the Redskins as a Plan B last week if they can't get Cousins to sign a long-term deal. Dallas could balk at the deal simply to keep Romo out of the NFC East, but if this is the only way they could get something for Romo, they'd have to seriously consider it.

Honestly the Skins are between a rock and a hard place, teams understand that this will be Cousins second year under the tag and the Skins would never tag him a third year. If I'm the 9ers knowing Cousins wants to be here... I sit tight and wait...heck they might get Cousins without giviing up any picks??
It allows the Redskins to control the process. That gives them more leverage than they do now. That being said, KC has more leverage now regardless. I wouldn't be surprised if a tampering charge comes out of this.

KC is an overrated QB. When his weapons leave, he will be less effective. He takes a lot of risk that is real lack of talent will shine through and that he will get paid a lot less. He has even be accused by his teammates-per ESPN- of calling plays to pad his stats instead of winning, which he clearly doesn't do in a meaningful way. he will want to sign a LTC
