Doesn't every offense, even Gibbs' max protect offense, almost always use more than 2 receivers?
Although when we went insane max protect, I recall seeing Moss andey running around in triple coverage, which was comical.

Seriously, no, every formation does not use more than two receivers.
Even formations with more than two receivers often use the extra receivers as blockers by design. In that case, only the two outside receivers are actually running receiving routes.
A good WCO should always use more than two receivers because the advantage of the WCO is not knowing who to cover. If there are only two receivers the defense knows who to cover. At least this is my take on the idea behind the WCO from having watched every version of it since Don "Air" Coryell.
