If we follow the logic that we saw last year, then yes, Ramsey COULD play terrible until we get to week 10 and not get benched.
If he demosntrates poor managmente of Gibbs offense, then I can guarantee that you will see Brunell in there.
Campbell playing this year? Very unlikely. Its much more probable Joe would bring back Hasselbeck if he goes to Europe or remains unsigned in case both Ramsey and Brunnell get injured.
IMO there is a QB controvery right now. If there wasn´t, we wouldn´t even be talking about it.
Remember, as Gibbs said onnce in the 91 season: "Your team is only as good as your backups".
He feels good Brunnell is there in case Ramsey falters, even if we as fans dont agree with him.

This is the Washington Redskins. All it takes for the most part is 1 bad performance and the calls to the talk shows start. All things considered, I honestly don't think Ramsey or any other QB would have a long leash in regards to the starting job this year. People are going to EXPECT improvement and playoff contention at the least.
