I'm with HKiss444 and the highway robbery of the saints and also thank you Saints for taking Shuler off our hands for a 4th rounder.
* bringing Gibbs back
Worst:
Desmond Howard
Andre Johnson (never trade w/ the Cowgirls)
Not giving Riggins the $$$$ and letting hold out "retire" for a year.... Think of how good the skins would have been that year with him.
I'll stop there or I will end up typing all day.

Thinking a little more:
All-time worst personel move: Stop the presses. The Redskins drafted Don Bosseler, FB, from Miami, and passed over Jim Brown because George Preston Marshall would not have a black player on the team.
Best: as was posted above, the all-time shocker "Over the Hill Gang" assemblage. Violated every rule in the Kiper Draft Gudelines, if Kiper had been old enough to have one then. Add in picking up Ron McDole (let's never forget "The Dancing Bear") and DE Verlon Biggs from the Jets for about a 2nd round future pick. George Allen's explanation, when everyone screamed: think of Diron Talbert as our first round pick.

Yeah, that was a bad move. Didn't think about that one. We somewhat made up for it later by getting Brown's running mate Bobby Mitchell.
The hiring of George Allen and the trade that built the over the hill gang I believe is the single most important event in Redskins history. Some would say hiring Vince Lombardi, Some would say hiring Joe Gibbs (some would say the second most important was hiring Joe again.) However, it was that trade that started the foundation of our teams personality and tradition that exists to this day. Even though they probably can't define it, everyone on this site knows what people mean when they say "He's a Redskin type player."
