What it says is, "the team is VERY happy with the 2 rookie safeties", and that IS a good thing.
How happy can we be with Moore? He's barely set foot on the field.

The release of FS Stuart Schweigert shouldn’t be a surprise, team sources say, despite the fact that he joined the team with a chance to start. It turns out that Schweigert was a poor fit in the Redskins’ aggressive style of defense, and the coaches just felt more comfortable with LaRon Landry and Reed Doughty starting. Landry, when he gets back on the field, should play most of his snaps at free safety alongside Doughty, who is better closer to the line of scrimmage. There also have been a few surprise performances of note at the position that will help the depth, even without Schweigert around. Rookies Chris Horton (seventh round) and Kareem Moore (sixth round) have played well, but Horton especially has caught the team’s eye. He had an auspicious debut against the Colts in the Hall of Fame game, with two sacks, a recovery of an onside kick and a near interception. Moore has been more of a factor on special teams to date, but he, too, has impressed.

Chris Horton was absent from practice on Wednesday due to a stomach virus, Jim Zorn said. "We are giving him a day of rest," Zorn said. "He is on antibiotics and he will play in [Saturday's] game." With Horton sidelined for Wednesday's practices, coaches had an extended look at another rookie safety in Kareem Moore. Moore, 5-11 and 213 pounds, has seen limited playing time this training camp as he recovers from off-season knee surgery. Coaches like what they see in Moore, who is currently listed as the backup free safety behind LaRon Landry. "Kareem Moore should play a little bit more," Greg Blache said. "He has done some good things in practice."

It appears they have seen Moore in some action, and evidently they like what they see. They're obviously already impressed with Horton, and Moore is supposed to be the better safety. So like Countertrey said, the release of Stu is good evidence the coaches see potential in the rookies... and that is a good thing.
