I think they did a lot right, and Cooke was part of it, alongside Gibbs and Beathard and Casserly. Cooke spent wherever and whatever he was allowed to spend: great assistant coaches, scouting, then Plan B free agents.
Cooke was also a brutally impatient owner, from stories about him, and from what we saw in his handling of Jack Pardee and Richie Petibon.
From my external view, I'd guess that Cooke liked Gibbs because Gibbs made it possible for Cooke to stand on the podium and get the Lombardi trophy every four years. Snyder seems to adore Gibbs because he was a fan, like the rest of us.
