Aren't you supposed to "ice" the kicker just before the snap? Maybe JG doesn't want to play dirty like that.

Wrong. Joe called the timeout before the kicking team was fully set. What they may change is the situation where the coaches call a timeout right before the snap. What happened on that last play has nothing to do with the rule that may or may not be changed.
