When Norman has his hands up in bump and run and the receiver hits his hand up into his facemask and Norman get a flag for Hands to The Face, that's questionable.

Not that it's an excuse for losing the game but I've counted at least four personal fouls on helmet to helmet hits that haven;t been called.

It would change field position and change the way their defense is playing. Yes, it impacts the game.
