Teams get email from league that league yr will begin Thurs at 4 pm EST, latest. All newly signed players can practice late Thursday afternoon.
Teams do not have to be under $120.375m cap till Friday at 4 pm.
The Redskins had already flip flopped their schedule to have the walk through in the morning and regular practice at 4:05 pm

That's interesting about the Friday deadline for the salary cap. There are still quite a few teams over the cap right now. From PFT:
Raiders ($17.3 million), Steelers ($11.5 million), Texans ($8.5 million), Vikings ($5.6 million), Lions ($5 million), Cowboys ($3.7 million), and Panthers ($939,000)
Maybe some decent players will become available Friday. Redskins are still doing pretty good with $18.7 m available.
